What I saw in the video is that he doesn't know how to adjust the oscilloscope to get a visible, usable waveform.

And the camera slews around so much that it's nearly impossible to see what's there.

But then that should be expected. Devious people don't want others to "know too much" and be able to replicate the circuit and get the same results.  That's just like a magician; they don't want others to figure out how their trick works.  If the viewer does find out, they would know that the fakery is all smoke and mirrors.

PoE (Power over Ethernet) is direct current through the center tap of the transformer on each end of the wire pair.  There is no data, it's direct current. This is also known as Phantom power, used in powering microphones, etc. over a balanced line.

The analog telephone has no datastream.  The audio signal is superimposed onto the direct current flowing in the telephone line.

Nothing goes "down a single wire" unless there a return path, another wire or through ground.

Altogether, the explanation you gave was very... uninformative.
