Does the setup be capable to provide 3V DC and more than 35mA continuously ?
I guess it have to do with nano scale crystals of PbS, Germanium crystals, Quartz crystals, Alum crystals, mixed into a cystalline lattice paste, applied to old lead acid batteries cells. Electolyte should be pure distilled water only. Using noble metals as electrodes of the same element in both poles to avoid galvanic actions.

No it is a lot more power than that he is talking about.  From following in another thread powerme has mentioned that there is enough lead in one battery (automotive size I assume) to get many hundreds of watts of power.  IIRC 500 watts was mentioned per square meter and that 1000 watts was mentioned as an amount obtainable from one battery.  I'll assume that is under optimum conditions with a well built setup.
