the initial idea i had pictured was taking this device and adding magnets to one end or both and having those spin within a wire coil. These would not touch which would not create any resistance nor drag or friction and function as a crude generator

You are not thinking about the resistance of the magnetic attraction to the wire. As the magnet spins, so does the magnetic flux which is attached to the wire. As the flux moves, it resist the movement becuase it wants to stay fixed to the part of wire it is fixed to. As it moves, it drags across the wire creating a flow of resistance which creates a vibrance. Some call that vibrance energy, some call it a frequency but in reality, it's nothing more then a vibrance.
