Can it match the Gravity generating power of the Hoover Dam? Installed capacity 2080 MW, Annual generation 4.2 billion KWh. I doubt it. Dams are inefficient and I would imagine the wave generator even more less efficient.

Machine #2 will accelerate until the surface friction and drag on the tank equal the acceleration it gets from gravity.
