Battery and capacitor cathodes & anode

Help needed can someone please tell me what is the best material to use in Battery and capacitor cathodes & anode.
I am looking use thick wire or pin/rods What metals are best for cathodes & anode. I have plastic tubes that have plastic caps with holes in.
Also can you advice me on what bench yo power to use. I will only be charging battery the size of 18650 or a bit larger.
I am looking to get a  EAim-Tti Instruments PSU , Bench  not looking to spend Moët that £200/300 max.

Can some tell what it meas waiting for authorisation, does this mean I cannot resive replays, if yes how long would it take to get atherization. Or has no one relayed
