I think that LED hat is just using the Joule thief extended battery life, the principle is essentially different.

Please read the many experiments at the overunityresearch.com, ltseung888 bench, two oscilloscopes tests.  The most impressive result on the Joule Thief prototypes from Mr. Robert Roberts is a COP of greater than -5,600.  The negative sign came from the Input.  That means more energy was being fed back to the battery than supplied by the battery. 

Few at the long Joule Thief thread have two oscilloscopes to dump out the data in csv file format for analysis.  Many wondered at the very impressive results.  Few would claim overunity.  They had no ways of accurately comparing the Output and Input Power.  They could not always reproduce the same impressive results because that required some type of resonance.  The average watt was in the order a few watts or less.  In reality some achieved overunity without claiming it.

The FLEET with improved transistors, LCR resonance circuits and toroids could do wonders.  Experiments from a US based LED Company managed to cut their 400 watt units with just 20 watts with equal or better brightness.

I expect to see the above two products available in the near future.

Another interesting LED toy is from Mr. Wang Shen He.  His technology is based on coupling of two rotating systems â€" ferro liquid and shielded magnets.  See the attached diagram and please focus on the LED toy.  I shall test drive his electric car when I go back to Hong Kong.
