It was also mentioned that Kapanadze did not want to operate the device in bad weather conditions. This led to opinion being expressed that this comment might suggest that Kapanadze was concerned about a storm cutting-off the grid supply during a demo.

Its strange that at the moment, almost all of the self-runner claims are coming from Russia and sourounding states / countries and yet after all the years that these devices have been around and studied, we see very few claimants for similar devices from elsewhere in the world. Maybe there is something special about the environment or geology there, or just that they are so much smarter than the rest of us. 

I have pondered this very piece of evidence myself quite often.

You don't suppose there is an operating Wardenclyffe tower in that region do you?  It sure would explain a lot of the anomalies we are seeing.  I can definitely see a military use for such a tower as it would allow troops access to electrical power in the region with rather primitive receivers and it could be retuned frequently similar to military encryption codes.

I've asked myself why Ruslan and others avoid running their devices continually.  Surely if I had it all figured out, within a few months I would be pulling my power meter off the wall.  Why don't these guys?  Are the frequencies changing constantly?  Are the devices burning up?  Does the unknown energy source just go dark for no known reason?  If there is no Wardenclyffe tower exciting these devices, then the earth itself must be responsible.  Like changing winds and tides, do these devices only work at certain times based on the energy flux in that particular spot?

Ruslan mentioned one time his device could "work on the moon".  Did he forget to say that it would only work for a short time and only in a particular place?

There's clearly more to the story than we are being told.  For all I know, maybe that particular region on planet earth has massive underground alien bases with god-only-knows what kind of electrical fluxes present.  Myself, I would like to know a lot more about those details Ruslan has never told us.  We may have all made working devices, only they don't work where we have them placed.  I know that sounds like a cop out, but I'm serious.  To me this is a potential unknown that needs resolution.

it's a longitudinal wave in the audio wave band it goes through anything at 10 to 20 kHz I would have thought and it's a spark transmitter.
