The resonance frequency is set by the inductance and capacitance of that secondary coil.
So yes, length of the secondary windings, but also the inter winding spacing, the diameter of the former, the thickness of the wire and probably a host of other variables.

When you have a kacher build, it will resonate at one certain frequency, and you can fluctuate that resonance frequency somewhat by adding inductance like inserting a ferrite rod in the secondary (lowers the frequency) or by adding capacitance like approaching the secondary coil with your hand or other (grounded) object.

Edit: A testa coil have a fixed resonant frequency by design, like a fixed length chord. You can't change it unless changing its design.

The free oscillation of the Tesla coil is defined by wire length mainly. Which follow wavelengths approximate matching in the coils (usually 0.70-.078 of calculated frequency). That becomes very important bit when tuning 2 or more coils to run on the same frequency without introducing forced capacitace/etc. One more thing - the secondary of Tesla coil is best driven by 1/4th of the frequency in the inductor from the driver if you choose to take control on what frequency is going into it.

   Itsu: No, I don't understand. The PMW has frequency and duty cycle controller, trim pots for both. Which they are selling as a controllable Tesla coil driver circuit. But, you are saying that the Kacher or Tesla coil frequency is not being changed?  What about the tone difference we are hearing. And the change in the size of the streamers. And why would they sell such an expensive driver, if it does not work for the purpose. What is the point, of offering a PWM controller for a Tesla coil driver, then, that does not work as such.  Please explain.
