Hmmm.... A lath is a thin bit of wood, not easy to make flywheels with !!  ;D    A typo, but a funny one !!

You would be made welcome however a lathe can only machine a flywheel not make one, you would need some material to work with like a casting for instance.

That would be because coil is wounded on the external negative cylinder which is negative polarized. Coil become a part of negative plate of capacitor, and not some third plate. In that experiment, coil is part of a floating circuit with out a path to ground or positive plate of cylindrical capacitor, therefore enameled isolation wouldn't subjected to 30KV stress. The HV stress is inside large cylinder between the two cylinder, not between external negative cylinder and coil.

But there is something also which puzzle me , assuming coil develop some sort of negative inductance due the influence of negative cylinder as document states, and have magnetic field, wouldn't that field disipated by the cylinder itself as a heavy secondary like short-circuit turn  ?

Only joking !  I already have some made some 9 cm 3.5 inch in dia care of one of my uni mates but just haven't had the time to make a Lens free generator yet!

Thanks for your clarification. My confusion is in respect to coils L2 and L3. I picked up two references to coil lengths for L2 as 150m (as you showed) and 400 turns but neither look right, although 400 turns / 150m of 0.3mm would look about right if the coil former was around 6cm dia instead of 9cm. The same goes for L3, where 38m, like the 150m for L2, would be nowhere near enough wire to wind a coil of the length shown on the 8cm former diameter given.
