To me it looks like a problem with the oscilloscope's horizontal sweep circuitry, or perhaps an external magnetic field affecting the CRT beam.

I'll bet a cheezburger that a modern digital scope, or even a known good, properly working and shielded analog (CRT) scope will not do that
