It's a misunderstanding that we read regularly. The force is perpendicular to the trajectory, so it does not perform any work in the referential of the observer who sees the B field and the moving load at the constant speed v.

If we do the analysis in the reference frame of the moving charge, where its velocity is therefore zero, then the charge sees an electric field E=qxB and it is subjected to the Coulomb force F=q.E. This force really accelerates it since the charge is deviated from its inertial trajectory which was at rest. So energy is being expended.

We must not forget a crucial point: energy depends on the reference frame!
When you are inside a car at 100 km/h, the car has no kinetic energy in relation to you, you can't slow it down, you can't get work out of its speed.
If you're on the road in front of a car coming at 100 km/h, you'll feel it, and its work too, believe me!
So who says if there is energy or not? Where is the kinetic energy? No where. It's just a question of viewpoint, a question of relativity. Same thing for charges and fields, there is no more energy available to the observer but there is more energy in the system constituted by the source field and the moving charge.

I ignore I (amps - magnetic) since it follows V (delta potential difference); but, C and L are how these are manipulated...
