I would say be careful to not get fooled by all the bells and whistles on Kapanadze's later devices.
Kapanadze's 2004 device was very basic, with seemingly very little if any decoys on it.

Which makes it all the more suspicious!

   Guys:  That may be the transformer that is inside of the metal can. Hoppy likes those transformer hums, music to his ears.

Not like the sound of a transformer.
The transformer usually buzzes constantly.
Very strange sound is heard only 2 seconds after turning off the device.
The big transformer cannot buzz - it is disconnected by this time.

The converter on the left continues to work, if the sound came from it, the sound would continue.

It looks like there is some kind of mechanical device in the jar. 
Listen to the sound of aquarium pumps. Some work with a similar sound, especially when water runs out.
Suspicions that the pump is in the jar arise from other Kapanadze videos. Especially the video about its mechanical generators.
We do not perceive the history of Kapanadze comprehensively, in full.
We want the device Kapanadze to have such a design, as we want, and not as it really is.

Agreed that its likely not a noise from a transformer. Maybe the Kapanadze device is more along the lines of an electrostatic operation powered from the pump.  One thing is for sure if that is the case, that the source power supply would need to be AC. Certainly worth developing further ideas along these lines.

   T:  Ok, but what do you mean by sparking from the antenna to the ground line? To connect a line from the end of the antenna, and touch the ground line with it?
   I can't briefly turn on/off, the Kacher, nor the induction circuit. But, I'll try to tune it better, although I think that the flashing has to do with the feed back circuit, possibly. As I only get the flashing when its on. Anyway, I'll see what I can do.

Some update - not sparking but have series resonance going to the Earth groind over top load capacitor and "antenna"-grenade inductor. Here is idea for getting current to be pumped to/from the ground:
