Hi before  we get swamped with junk from distracting other stuff can i bring to your attention to one or two things
you need to look at that i might be able understand whats going on in that  idea of some one your showing.

First i assume you have a scope you can use, first can you look at the output of the 4046 that's used as a VFO
next you need to look at the output of the CD4093 pin 3,4 both buffered to the Fet drive input any chance you can
post them to me ?

That would help and I wouldn't need to bread board that section to confirm the 4093's function.
