Good question.I did try to ground the input of the inverter for 4 remaining "4069" .This merely reduce power consumption and reducing some heat on I/C.
But in any case only this I/C was not working.Tried replacing with another 4069 still does not work. :'(

I did not try the same for 4049. :'(

Well, the good and recommended rule is to ground all the unused input pins of such CMOS logic ICs directly, so that no spurious high level pulses nearby them could trigger or damage them.  (Grounding in this case means tying all unused inputs to the negative supply rail of course.)
CMOS integrated circuits need good decoupling capacitors placed very close to their supply pins, maybe you could try using some more, ceramic type 10nF 100nF and 470nF all in parallel, directly connected across their supply pins (mainly pins 7 and 14).
If you have an oscilloscope, what kind of waveform is shown at the output of the left hand side inverter which goes to the trimmer potmeter? 
It is strange that with the 20 kOHm and 1 uF values you get an output frequency in the MHz range? something is fooling your IC and it oscillates spuriously. What happens to the waveform when you control the trimmer potmeter?  if you have a scope.

Try to separately test the 50 Hz generator (astable multivibrator) as long as you get 50 Hz and not MHz...   8)

so wind from centre ccw then 2nd layer on it 1 inch gap to 1st layer and 2nd layer to the centre again.

no dont wind it from the centre else you will do some mistake.

just try single layer on both legs ccw on both legs as shown in my orange wire update picture. and check if you are able to light your bulb. first do this.
