I have established that 'M3000' denotes Manganese - Zinc composition with a very high relative permeability of 3000 and high Q, 1KHz to 1MHz. The small EMI reduction toroids found in low energy lamps are of the powdered iron type, typically green or black colour coded. These have a low permeability (green = 75, black = 6).

It is therefore important to source the correct type as the permeability range is huge across the various compositions. Itsu reports that he has ordered the specified type, so it will be interesting to see his results.

Also, madsatbg's inductance meter seems to be adding only 435nH to his inductance measurements.
If we subtract 435nH from two of his 10mm toroid inductance measurements, then we obtain the relative permeability of his core μ= 3395 for both 3 and 10 turns.

Thus, madsatbg has the highest accuracy of inductance measurements, seen here so far.

In case of madsatbg's 14mm toroid his inductance meter seems to be adding over 4μH to his inductance measurements.
If we subtract 4.05μH from two of his 14mm toroid inductance measurements, then we obtain the relative permeability of his core μ= 5584 for both 3 and 10 turns.

Just to update your toroid table, I have a new toroid OD= 10 mm ID= 5 mm H= 5 mm, primary 8 turns, secondary 16 turns, AL= 3.42uH/ turns2, ur= 4940. Primary inductance 220uH Secondary 870 uH, measured by resonance.

OK. I updated the table above with your new data.
Your inductance measurement inaccuracy seems to be +3350nH and if that much is subtracted from both of your measurements than your μr = 4884 and AL = 3385nH/N2 , in both cases.
