The only problem with that is you have to ramp your signal extremely fast so the pulse doesn't reach the other end of the wire before you switch to the load? Or in other way- you charge (HV) the special matterial (Al+Fe)  to the state of saturation before it change to the current. Than you switch to load and give it a small impulse to get electrons to flow on the surface as an current. - If I am not wrong.

Yes, that's the basis of it! A considerable capacity improvement can be achieved by conditioning a battery by cap pulsing and certainly enough to run the demo posted by Nelson, with just a small hidden battery.  The other possibility is that Nelson was pulling energy through the scissors lead from the sink top.

I made the one with the copper tube in the centre it was dead good, briliant infact. PS don't ask me where it is now

  But, normally HV pulses won't light higher wattage bulbs, like is being shown. Possibly even higher than just 60 watts.
And much less, feed some current back to the input side to self run itself.
