Akula seems to be inferring that his device is working like a magnetron, or exhibits the "magnetron effect".

Ionization processes in presence of high voltage steady electrostatic field or variable electrostatic field are  brake down permittivity of air factor dependent .


There is also time factor for  air saturation in ionization process. ( could be named as balancing on line till the fall)
