I believe this is a reference to one of your latest videos with coax cable , shorted at the end with "appropriate" resistor (value below the impedance of the coax),creating standing wave  - right?
I do play with capacitor coil on Ruslans devic too. But not the same way as you describe. More like to help to keep resonance  at any load. Watch this Russian video. For those who doesn't understand Russian, check his diagram - Inductor coil, 4m capacitor made of 2x Al tape (represented as two coils)  and collector coil. Check the scope when he put more load. No electronics needed.

Hi I was thinking of using 2 x post it 2ft tubes as they are 1.5 to 2 mm thick and slitting one down length ways and gluing it in side the other and varnishing it in a very pompous absorbing varnish as it then dries very hard, on my next winding as i want to use a multiple of the earths resonance frequency, I don't want any nasty frequency or the things than I can help.

Is carbon fiber a conductive or magnetic material any one  ?

NO ONE, I feel the same bro, mnie to tez juz wkurwia, w huj pisaniny, eksperymentow i co? tylko ruska kielbasa! wszystkie filmiki sa ruskie i przekazuja tylko jedno "patrz ale ci nie powiem jak to dziala!" annoying as fuck! and kapanadze really have something one wire ground tech, Wesley had seen it! but it may be not a free energy, old bastard kapanadze make demos in his garage only or garden, I wonder why! I BET that kapanadze, a free energy inventor is still paying for his AC grid electricity ha ha.
