If I remember correctly, Gabriel volunteered for the task but it was felt he would not be strong enough to perform the "dark side" that was necessary to uphold polarity in creation. So Lucifer ("bearer of light") was put in charge and he "condensed" his brilliant light to such a degree that it appeared as darkness, to have an "opposite" of light.
