Those "cheap" meters give crazy values with run-down batteries -
Even with full batteries - I won´t trust one of these unless counterchecked with calibrated meter or scope.
No need to to add extra batteries.
Those type of meters are responsible for an entire range of "OU" effects.

Yeah! So easy to replicate, results? = 0 volts!

The device was already replicated by someone on this forum (I forget who) and it does not work.  There are more then likely to button cell batteries in in the base of the electric motor and/or the multimeter was also altered in some way probable similar to the mentioned above.  The zip tie on the front could be a clever way to conceal the fact that now that the button cells are in the motor frame the frame wont reach the top where it should be.  I wouldn't waste to much time in this.  If it is somehow real then the maker should show a complete build from start to finish!
