No, it's not.

The Bourke engine uses a single Scotch yoke and has horizontally-opposed pistons but beyond that it is a standard 2-stroke ICE. The DoubleScotch uses a second Scotch yoke to drive the spool valve, it works on externally supplied air or steam pressure and runs at very low differential pressures. The Scotch yoke itself is much older than the original Bourke patent engine.
