it uses a aaa batt cap 330v 120uf with a sticker written on it nyio1wk305a421 on the board is written pcl 0241 rev k 2e9240 help please can i turn this into joule thief /free energy? and how there are so many posts and i did not yet find this one

what would be best to achieve is a bulb from the uk which can power a small 1.5/3v solar panel to power the circuit /bulb (equalling overunity of some kind having a bulb with no batt that could run everlasting and power itself via solar panel + circuit).
