I would think so.

The primary on the left is a single turn for simplicity, is the thin black circle around the core. The red circles are depictions of field around the winding. And the violet lines are the fields once expanded from the winding.

Poynt seems to believe the the Led will still conduct (light) even if it is rotating with the disc, and you believe that there needs to be a difference in motion/time for the LED to conduct Vortex?

If poynt is right, then what could cause a ! Back torque! (as some call it) on the prime mover.

Ive been saying that for some time. What would the assembly be dragging against? And if it does have drag, can we take advantage of what ever it is dragging against to move a device through space by only pushing and/or pulling against what ever it is that enables the drag?

2- If the LED dose light in V2, is there the lorentz force present,and if so,how and where dose it act upon the rotating mass?.

I'm going with door #2. I believe it will light up and there will be a lorentz force moving the top of the disk towards us or out of the page.

Faradays paradox says a current flows if the magnet and disk turn. So we know we can have current flow if they are spinning the correct way.

Green arrow represents current flow direction in the disk. If we think of that green arrow as a current carrying wire, according to the right hand rule its magnetic field will rotate counterclockwise as shown by the Blue arrow. This gives a lorentz force pushing it towards us out of the page. If the magnet and disk are on different rotating shafts, that force may speed up or slow down the copper disk in relation to the magnet, possibly causing a problem or benefit as the disk and magnet begin to rotate at different speeds. If the disk and magnet are on the same shaft, then the lorentz force would have no effect since you can't push or pull on yourself. Or I may have just made a bunch of stuff up?
