Hi Dave, Exactly this is how I feel it. The shape and distances plays huge roles here. My ready to go experiment on the picture below. 6 identical (+/-) Tesla coils in hex configuration, pulsed one by one by my frequency divider.  Hope I will not open some sort of Negative Portal :)

There are alot of configurations that could be tried I feel a center coil is needed or maybe a magnet.
Im going to the city in a week or so to purchase wire and will be working on this in more depth as well.
Hubbard was working with coil configurations, I always felt he found it but who knows.

Searls magnetic device is basically the same just using magnets instead of coils.
