Help with Overunity Water heater replication [or is it ???]

Here we have a gentleman sharing every detail to replicate a heater he uses to heat his home with 1000 watts input.
any help understanding what he is trying to share would be greatly appreciated as well as replicated here.

seams tooo simple to let go by with out investigation, also to mention he does NOT show it running on Video
[worried about visits and suppression]
I have heard there are other successful replications??

Thanks Chet for starting this interesting topic.

I guess it could be called a Vortex Heating Amplifier.

If someone could provide some Russian to English translation it would be very helpful.
