Thank you.  Great link.  I think the CCG Wheel will work better because the weights are not connected. 

Thus, when spun up to speed, so the upper weights will be flung outward (no need for connection bars) the weights DO NOT have to travel upward!  It is OK for the upper weights to travel 'horizontally' thus not needing as much energy to 'reset' as Preston's replication.  The energy needed to 'fling' the weights outward is provided by the inward moving weights at the bottom, so those energies balance.  The ONLY unbalanced energy is the axle torque induced by the center of gravity being offset from the center of rotation.

George,

spinning the wheel up to 60-65 rpm will accelerate the weights faster than the gravitational acceleration force.
releasing it to gravity will decelerate the wheel and decrease the radial (outward) force.

its a time thing,.. gravity is time dependent. the faster the wheel spins, the less "time" gravity has to act upon the weights.
Torque is not energy, to get from torque to energy you have to include distance and time.
in your case, distance is constant, therefore, you are only concerned with time.

George, there are losses that you may not have considered, such as the losses that are caused by the sliding weights  hitting the ends and having kinetic energy absorbed in that collision.
Can't analyse the system without spending more time, but gravity is conservative and I don't see anything that changes that, so: no energy gain.
