Build one.

You need four magnets, two hinges, some wood, plastic tubing and a hoover which blows as well as sucks.

I think you will find that every action has an equal and opposite reaction.

Why Mickey Mouse around.  Just buy or make one of these THAT WORKS!
Then Scale it UP if you want to.

It may well create lift but for every lb.force of lift you will get the same pointing downwards. (It may be a bit like trying to lift a car by sitting in the driver's seat and pushing up on he roof).
