Hi Paul,
Why not just attach two magnets,one on the head, one on the base so as not to throw off the balance
Place a magnet rotor so the rocking base magnet acts like mister hand?

A big ring of magnets? Interesting. And coils bumper to bumper around them as a stator. We will need a circuit to capture the inductive spike.

So from my understanding, you need this bird to be in a vacuum for the liquid to evaporate and somehow absorb, condense, and redirect the evaporated fluid?

Not at all. The item is completely self contained. All it needs is reasonable warmth but not too humid which would impede the evaporation.

You can see the evaporation has sucked the refrigerant  up the central tube and when more is sucked up, it will over balnce and topple.
