Taking a quick google search it would appear he is from California, land of fruits and nuts and now that everyone there is (legally) smoking marijuana I think that explains his delusions.    ;)

Absolute speeds don't exist.

It is even questionable that it radiates if its acceleration is constant, because the associated wave would be at a zero frequency.
