as far as Syngas...we have plenty of fellows who can play with the ICE's and fuels [very deep talent pool here]

few years back member Johan1955 pointed us towards Lithium soap [VERY small amounts] and waterwith diesel emulsification upto 60-70 %water they ran a 35KW genset on the fuel ...PERFECTLY and cleaner !!
