Battery charging discharging

Hi guys, I'm new here, I'm studying the book by Patrick Kelly and I would like to build an Alexkor battery charging device, I have some experience with simple electronic circuits and I've built several things like colloidal silver generator, guitar pedal etc. I would like to know more about the battery charging discharging process. I've read that it is recommended to charge and discharge batteries over period of 20h, but it is obvious that by using these circuits batteries can be safely charged much faster. Does it also mean I can discharge batteries in 5h or less, or I should keep the 20h rule?
