In every case, half of the supply voltage reaches the load almost instantly through capacitive coupling and only after signal travels the whole length of the loop load "sees" if circuit is open or not. As he says

"As we predicted the waves have to travel at the speed of light to the end of the loop and return to the load before the load knows that the end was shorted or open and with 12 microseconds over 8 000 feet we get the speed of light."

So, in his first test with 2400m long wire, it takes about 12 microseconds for load to "see" if end is shorted but it does not jump to full source voltage cause wire has too big resistance.

And in his second test with 80m wire, it takes only 400 nanoseconds for signal to reach the load - directly proportional to wire length, when he closes the switch load "sees" half supply voltage instantly and after 400 nanoseconds if end is connected it jumps to full supply voltage, assuming load matches the characteristic impedance of the cable (Z=sqrt(L/C)), 100Ohm in his case, and when he puts 50Ohm load due to impedance mismatch and consequent reflections voltage climbs in steps to reach full Vcc.

Interesting stuff.
