Be careful with Nutech2000, their site was down for a month or so some weeks back and I thought they had gone bust.
Email them some questions before you order to make sure are up and running.

I have 3 Joe cells, and have seen some very strange things happen, like the pumping action of the water in the central cylinder.
You can get most of the tubing from a supplier but its the cone top that is the tricky thing.

It is a transcript of an interview with a gentleman named "BJ", who calls the cell a "Proton Cell", he has some great explainations from his own experiences.

Hi Sean,
A chap called Tom from Colorado Laser (no longer works there) made up a set of about 24 cells for people on the forum and I bought 2 of them at cost and had them shipped to the UK.
I also made 1 cell myself from a mix of 304 and 316L stainless tubing.

I am not sure what stage I got to but I think I was progressing towards stage 3.
I still need to build a suitable power supply (2 x 55V at 4.5 amps).
The cell needs about 100V DC or more for the rain water I am using in the cell to generate the bubbles.

The proton cell looks like the next evolution of the Joe Cell and I hope this is proves to improve the reliability of the cell.
 
Currently I am building a MEG device so that is priority at the moment.

im sure theres more.. but it would be great if more people looked towards  viktor schauberger, and masaru emoto, when looking at the water. nothing at all happens with water that has been distilled - would that be "the true h2o, i.e. inert water" then? not sure.
