He could mean the Bellocq wave pump. I built and tested the bellocq pump and the hydraulic ram pump which are similar. The bellocq wave pump will always stick in my mind because he made direct analogies between electric and hydraulic systems.

My experiments were pretty crude using a solenoid plunger, lengths of pvc tubing and homemade ball/check valves. The pump works very well however it is a low volume/high head pump.
