I ain't sure goop will adhere to HDPE without mechanical attachment.  It should serve well as a gasket.

You're right though...
Dissimilar metals form a galvanic cell when shorted creating potential, but amperage is based on the speed of chemical reaction. Since both metals are resistant to oxidation you wouldn't creat much potential and zero amperage, but it sounds like an interesting idea. Unless you use AC impulses, you'll electroplate the electrodes and ruin the plates. HV DC is no good unless you have the right metal and use the same metal for both electrodes.

Ahh yes dingus, but I don't need the amperage from a simple galvanic battery, just the potential, amperage can come from somewhere else.

I would agree... That does sound like a very interesting HV method. Google "dry pile" for more information on creating a "free" HV electrostatic bias. Perhaps two phases, such as charging the plates with the HV potential to create pre-ionic clouds arround the electrodes, then disconnecting the HV bias and hit the plates with a high current pulse to do the chemical work. Again though the current input for dissimular metals needs to alternating to prevent electroplating unless the voltage is low enough to not facture the metalic lattice. Sounds like a way neat idea to persue! If I only knew more about creating driving circuits I would be all over this idea.
