Paper?  It's a big old welding transformer, dude.  One that has been left out in the rain a few too many times, been disassembled to repair burnt-out windings on several occasions and then been reassembled with something slightly less than total QA and precision tools.

What indeed looks like a bundle of discolored newspapers are steel laminations, bent, warped and very rusty.  I bet this thing hums and buzzes like a Tasmanian Devil!

I have a friend you owns an exhaust shop, he constantly welds without a mask. It sounds stupid, and looks even more stupid, but he does it everyday. He never actually looks at the weld, but he does it by feel. and by judging by the quality of this guys welds he isn't looking either. its just a transformer the mexicans do this all the time, they just aren't showing the fact that its connected to the power lines with a fork bent into a hook, with the other side stuffed in the ground.
