If you can get a bit of information from the guy, it looks like it would be easy to replicate.  The trouble is, he never really shows the hookup and never really states any particular theory of operation or specific claim of performance.  It's too vague to try to replicate at this point, as far as I can tell.  Is he trying to recharge a 9V non-rechargeable battery? 

What is the system schematic, exactly?  What is he claiming to be doing?  From the videos, it's all a bit foggy to me.  Maybe you can email him and get a clear statement and schematic.

He is a bit reluctant to document it, it appears.
But he says that its nothing special, just charging through pulses. The problem is - he is using digital meters, which are not reliable for measuring pulsed voltage. I've asked him to do it with analog ones, let see if he agrees.

Edit: Ok he posted some info:
"9v batt. through a coil of 22 gage magnet wire through a 555 timer. back to the batt. (you don't even need the 2nd wind);all you need is a fast pulse. you can also use a DC small motor instead of a 555 ... John AArons"
