To me the reactor in the video seems to use aluminum scrap and most likely sodium hydroxide (the liquid in blue canister). Those two produce sodium aluminates and hydrogen gas (no oxygen). Comments of the vid reflect that as well. There's also another similar method of making hydrogen using aluminum-gallium alloys which consumes oxygen in water in similar manner, releasing hydrogen. I believe this one would be slightly easier to recycle than sodium based system.
