Sorry to be such a negative jerk but your device will not self run.
It will find equilibrium, just like any magnet motor based on balancing the forces.
This have been attempted throughout the history a million times in all kinds of magnetic arangements.
And everybody always found their devices not running.
As long as you can't change the properties of permanent magnets on demand you can't make it self run.

It is true that a lot of configurations have been tried and didn't work, but that doesn't mean that this one won't work.. I don't think this configuration has been tried.. might be worth trying.  I believe that a magnet motor can work... just haven't found the right configuration.
