@Pese: Yes, of course it works.
Just like windmills work. And anyone can build a windmill and use it
to power a generator or do mechanical work.
Well known and age old device, and anyone can build one if he has
the materials, tools, and land to place it on. Just like such a sea wave "mill".

So why does not everyone have a wind- or water-mill in their backyard?

And do you really think "they" would have to suppress the knowledge?
I think "they" don't have much to do then; after all, there's a lot less people
that actually build such ideas than there is people making them up.

And besides, it's Africa. I've lived there, I know. I can tell you a long story
from a Namibian German who approached the Namib government over
10 years ago with plans and funding to set up a fully solar powered water
desalination plant including steam power generator, much like that large
solar boiler tower in Spain nowadays, and was turned down because the
government only wanted to allow him to produce free water and power for
their population if they could sell all of it at profit. Since the millions of funding
came from humanitarian organisations not intended to make corrupt poli-
ticians more rich but rather to provide the people with free drinking water,
the deal went belly-up and was never realised. The people of Namibia could
have been drinking solar desalinated fresh water for a decade already,
irrigating their desert with it, etcetera. But it didn't make the big crooks money,
so they disallowed it. And that's how it goes all over the continent there.
Even if someone would gather the funds to construct a number of such
sea-wave "mills" along the African shore, you can be sure of groups fighting
eachother over control of them, if they are ever built at all. You can also
expect zero maintenance and total breakdown within a decade. And you'll
probably have to deal with local tribal fishermen that think the whole contraption
of bobbing balls and cables attached to them under water are blocking their
fishing grounds or something like that.
No, really, I think we already have some great possibilities to use the solar heat
and other natural resources to produce power and water for Africa. It's just
that nobody is really making an effort to implement them.
And that's not very surprising, really... They don't seem to be extremely intent on
working together for a peacefull future there... They just keep fighting their
neighbouring tribes, keep the corruption high, and do not really take much constructive
action. If they'd spend the money on social projects instead of weapons, they could
do a lot. But they don't.... :-/

BUT "all this free... " is unwanted, because it help not for "earn money".
Windmill , private use, very problematic ...
In GB , i learned that "users" must pay tax first to use this.
Possible this is true , because enery sellers have "losts"
for each windmill that is driven from "privat folks".

Also german systems to use the "flowing" RHEIN-River) with
3 generators mounted under an boat, so than cann supply an little
town ... It was unwanted , because "free"?

PS
I am not shure that the conversion of Solar energy will be forced, in this
way, that it will bring us more money, that we must invest for the
equipment in front. I see that only the sellers make the buisiness !.

Possible some radiation mor, than only light and "infrared = heat" come
as radiation from the sun (Tesla , Electrinum and so on) and also unwanted to publishing.

This is nothing new and like Pese has said, other easier ways have been designed and used but they do not benefit the rich and therefore are not put in to production to benefit the average.

This is why we need to focus on things that the average can build themselves and the parts and means need to be what the average has access to. The average does not have access to rivers, lakes and ocean fronts.
