   All I can seem to get is the front page and nothing on it works.
Thats why the "whole" site should be archived.

Not sure what is going on but you can try to reach the web admin listed on the whois information, go to http://whois.domaintools.com/osen.org to see it, the site was updated this last May so it's still registered.

Whenever I tried it at http://www.osen.org/ I get a runtime error so it could be just a technical glitch.

   This is most likely due to an update to the page and an error in the code got past
them. They may not even know the site is down. But, I would think that they would
proof the code before uploading it.
   A quick post should bring it to light.
