Dual coil and Dual coil surrounding spark designs

Just curious to know if anyone heard of these designs or tried replicating them?  I did a search of the site and couldn't find any threads relating to this subject.

The 9V battery charging described by Dr. Anthony Meiers seems fairly low tech 

Thought it might be helpful to other subjects like the TPU as well, you never know.
