High voltage electrodes create a ion cloud, that cloud is either pos or neg, you need both.
Alternating current has a pos and neg pulse, Direct current is just a negative pulse, to use DC you have to use the bemf to get the pos side but using AC you already have both.
If the electrodes are in close proximity they will cancel each other but if seperated you can collect from them.

A magnetic field in and of itself has no charge but the electric field is attracted to the magnetic field so you can use the magnetic field to grab the charges.
Opposites attract so if your coil is charged with a neg pulse the ion cloud around that coil will be pos and when the magnetic field collapses it will bring a pos charge with it, and likewise when the pos pulsed coil is charged pos its ion cloud will be neg and its magnetic field will bring in a neg charge when it collapses.

The aether for the most part is in a neutral state, in other words there are two particle neg an pos when combined become neutral but ionization seperates the particles, it pulls them apart, we have to separate them to us them.

A low voltage system will have a low ion cloud around it but we can create a high voltage ion field and we can do it for milliamps then us a low voltage system to collect.

Kapanadze is using a Tesla coil under his windings to ionize each end of the coil one end pos and the other neg then using a low frequency low voltage system to collect the ions, both pos and neg.
The spark gap is not part of the collection circuit its the breakover point of the ionization coil.
