Laminations are typically stamped out of sheet metal, and then coated.  If you need something special and the machining time and cost are not an issue you could mill sheet metal stock then debur and coat.

It could be done with washers cut in quarters and stacked, might be a long process.
After thinking on it halves would work as long as the path is broken.
Cut em, debur em, spray em, bake em, stack em offset, full washer on each end with bolt through the middle tighten them up,done. solenoid gen core

I missed a step in the process.
Cut em, debur em,lay them out and get a good even coat of rust, spray em, bake em, stack em offset, full washer on each end with bolt through the middle tighten them up,done.
