One question : did you resolved what the reason of OU in your device ? Is that outside energy pull, coherer and in that case do you know exactly the place from it is going from ? or maybe it is just energy amplification like we discuss on this forum where a bit of energy (not quite low actually) is used again and again and almost all losses are eliminated, still however that energy is finally radiated away ?
ah, so many possibilities, yet why so little can make working device ? I'm stunned why it is so hard to do. Even many could have proper idea and only one from many build working prototype. Is that a magic of proper tuning ?

Well, first, at some point, you will have to meet with a potential buyer. Nobody will just send money and wait for a delivery of an item unseen, especially for the amount of money you are seeking. Even $10000. You will have to trust someone eventually.

Think about this.  Say someone has 1 mil for you and they only know that your device works, and it needs developed, which costs money, inventory, money, a big place to do it, money, employees, money, electricity, money etc.

Does this person planning a big operation for the device, know that the idea is Tesla? Hendershot? etc. Prior art? Not patentable unless it contains more than a 20% difference or change.
Does this person know that there is suppression out there that can squash him and his intentions and his money?
Are you prepared to be honest and confess these things to the buyer before a deal is done? Or do you not tell, and let them be on their way at their own risk without warning, just to get the money? What if they are Christian, have children, etc. What if they are just a human being?  Even a bad guy?

Tough decisions.  But if you just do what you "believe" IS right and proper, it will be the best path.  ;]

And as you said above, that you wont be able to sell them to individuals because many others will be selling them.
How many people are there in the world? 5 billion?  dunno but I think its close.
Now think. if you sold units for $500 each, (200w lets say), you only have to sell 60 to get your $30000.  Thats good money for selling only 60 units. And you will be able to sell more than that before the market gets flooded.

And, if what you say is accurate, you have other techs that can be produced BY YOU, and be free of fear because the first one proved to the world that these techs are available. ;]

Its all about how the first one pans out so that the world knows its here and it works, and say byby gass, byby coal, byby nuclear(especially).

The knowledge has to travel and expand quickly.

And, once the world knows, then it will be safe for a buyer to open a company, and buy your other ideas. 

Now, which way do you think is the better path?  ;]

Im going to try the igniter circuit on the input to a pulse motor. I have a gen coil that is doing well, just need to improve the motor driver and I think ill be there.  ;]
