You say "the secondary PLUS NEUTRAL or Earth Ground" but then you tell me it is not connected!  ??

I dont mean connected DIRECTLY to your lights but if they are connected somewhere through secondaries then all that is happening here is you are picking up stray voltage sympathetic vibration and heightening the voltage through the secondary winding.  Dont you see?  Two resonant transformers might 'ring' for awhile but they will decline unless input oscillation is constant.

Go outside with your device, turn off house power and you will see your lights will go out.
