Perhaps we should be looking at this challenge from this perspective.
Given that generating very high voltage with little current is relatively easy, how do we get
from here:

using modern materials and NO electronics.

Steps:
1. Start with 12-36VDC and answer the following questions.
2. Can you duplicate the beginning conditions of 20Kv, 1600 discharges, and 0.174 mfd condenser? If not, how close can you get?
3. How can you get from step 2 to the level of volts and amps needed for the primary of the final output transformer?
4. How many intermediate steps of what type will it take to produce the volts, amps & frequency required at the final transformer?

Clue: What type of condenser available in Tesla's time can be fully charged and discharged 1600 times per second?

Ha ha Cadman , you take the cake !     That is the missing information.  You would tell me now that electrostatically charged Tesla own made capacitors with salt water as one electrode
