Yes, NMR stimulated beta decay might not be isotropically distributed in 3D, however the secondary products of this decay (e.g: Delta Rays) would be scattered all over.

I agree about no core in Kapanadze. At least no ferrite, iron is possible but probably not used. It's interesting if you think about all this deeper it all falls into NMR area but with very different perspective. Looks like some atoms can tap ambient heat and other frequencies around in some very special situation and there exists a way to convert it into a usable stream of electric energy.
