Glow lamps are high-ohmic until a certain voltage is reached, then they conduct a current and behave like a switch (almost like spark gap).The image shows a stroboscope circuit with a thyristor triggered by a glow lamp.This could be important information how TK has constructed the phase-locked loop to keep resonance. if you are going to try out neon lamps in a timing circuit please keep in mind  that
their breakdown voltage varies. ambient light lowers the breakdown. especially when
your only lighting up one tube with dc. this was true 3 decades ago. but i just looked
it up and see that some of the neons offered now 'contains mild radioactive additive
for reduction of dark effect'.

Could be they are good for something in combination with a Tesla (Kapanadze) coil. But don't know for sure yet.

you did not describe what you wanted to do in there. 
if anyone looks at a document like this he might never know what is going on in there and what is the end effect you want to end up with.
if you want people to understand. you must keep it simple,   and start with physical evidence of such a claim.

after the physical evidence you must describe the theory of how it works not the electrical path of how it works.

a simple theory like ''it works by nuclear reaction''  or else

the document is very cloudy and poor language is used
