There are a lot of strange cuts in it. At 15:20 the camera stands on an elevated position. Then at 15:23 there is a cut showing the street. 15:33 the camera pans back to the left. 15:39 cut, again the street is shown (switch-on can only be heard but not seen, why is the camera man showing the street rather than the device in action??).

To show the washing line from the wall into the tree!

This could be the other end of the white wire seen on the ground under the battery on the table at 12:32 into part 2 of the 'green box' video.

At an appropriate time on a given signal, the 'earth wire' is swapped onto a 'live' feed away from the demo area?

@Hoppy, you will probably find the washing line is actually a power feed for workshop so contains two/three cores. I still do not see how the water pipe is anything other than earth. Also when running from radiator the bulbs still worked although poorly, so are you saying power runs through both? As Wattsup said circuit still has only one wire when held up.

Yes, the washing line might be a workshop feed and then again it might be powering the device. We probably will not find out which!

Look very carefully at part 2 of the video. I'm suggesting from my observation that the power possibly comes in on the white wire and returns to earth on the wire from the lamp array connecting to the water pipe. Prior to the wire connection to the water pipe, there appears to be just one connection to the white wire. The lamps don't look very bright as Wottsup comments and its quite possible that the initial illumination prior to the connection to the water pipe (when the lamps failed to light properly) was powered from batteries inside the green box. The lamps were never on for more than a few minutes as far as the video shows.

Coil Arrangement

Center Coil...
   Transverse Oscillating Magnetic Field coil, that is used to disturb the Nuclear spins from their natural equilibrium state.  This coil can also be used to detect the signal in the NMR.  The signal produced is an Oscillating Voltage.  Thats where the Energy is.
Outer Coil....
  The Pre-Polarizing Field Coil is used to produce a large magnetic field.  Just before the pulsing process starts, this coil is turned on for about 5 seconds.  It's field was 350 times larger than that of the Earths magnetic field, which makes the signal 350 times larger than if you just used the natural Earth magnetic field.
Middle Coil...
   This is the coil with a varying magnetic field that vary  in 3 or formidable directions. It is also a multi-part coil.(3 coils in one I believe) This coil has 2 particular functions.  By applying a very small current thru these coils, we can provide smoothing of the Earth magnetic Imperfections.  Anything can change this field which would result in the process stopping or limit the decay of the Nucli.  If someone were to hold a ring by the coils, it could dampen the process.  So we can improve the Earths magnetic field to obtain a much stronger signal from the object in the center of the coils, used for transmutation.  Using Shims in this gradient coil can make or break the operation.  In the video I watched, he used 3 voltage inputs into this coil and they range from just 2 or 3 volt up to 7 or 8 volts.  Depending on what the sample is..  The second function of this coil is that it can adjust the field anywhere you are on the surface of the earth.  Tunning has to be done, even moving the coils down the street can break the tunned coils and you won''t get shit out of it.  The scientist used a computer program to automatically tune this coil.

   The secret to getting a good strong signal and a longer rate of decay is called the spin echos.  The initial 90 degree pulse happening at the start of the process right after the 5 second pre-polarizing field sets em up to spin out of their newly algined vectors. Using the transverse Oscillating field to create a 180 degree pulse right after the initial 90 degree pulse and you do this by running the pulse twice as long.  So the 90 degree pulse is say 1 millisecond long and the 180 degree pulse would be 2 milliseconds long.  The spin echo produced by the 180 degree pulse is a very good tool in the process of getting the metal to decay .  So trial and erro would be easy enough to find the right pulse sequence for the metal used in the device..
  Field Homogeneity is very important for getting the best rate of decay.  The narrower the spectrum spike frequency, the stronger and longer the rate of decay.  Shimming is the easiest way of going about with tuning your middle coil.  The spin of the nucli is called Gyromagnetic's..  When Steve Mark said you can feel the TPU pushing back on your hand, like a gyroscope does, that is because he has all the Nucli spinning all together in the same direction.  Thats where the little Magnetic motor action comes from..
